1700/1710 South Congress C14-2025-0044: The applicant seeks to rezone 2,697 sq. ft of the Yellow Rose by Kendra Scott retail store from CS-V-CO-ETOD-DBETOD-NP to Commercial - Liquor Sales - Vertical Mixed-Use Building - Conditional Overlay - Equitable Transit Oriented Development- Density Bonus ETOD- Neighborhood Plan Combining District ("CS-1-V-CO-ETOD-DBETOD-NP") to allow a cocktail lounge to operate within the tenant retail space. This is the application for the zoning change only.
This upzoning was passed on the consent agenda at the Planning Commission on May 13, 2025.
On May 28, 2025, the BCNA Zoning Committee voted to support the zoning change. On June 10, the General Membership of BCNA voted in favor of this zoning change to CS-1-V-CO-ETOD-DBETOD-MP. The City Council hearing on the zoning case will be on July 24, 2025. BCNA’ s letter of support will be included as staff backup to this case.
A site plan application for conditional use to permit the operation of a cocktail lounge will be developed later and submitted to the Planning Commission and City Council as a separate case.
500 South Congress PUD - 2024-059824 ZC, C814-2024-0001
On 4-22-25 Planning Commission approved the indefinite postponement requested by staff. The applicant is advancing the case through the various Boards and Commissions. The Parks and Recreation Board unanimously recommended the superiority of the PUD park plan on May 19, 2025. On May 28, 2025, at the meeting of the Zoning Committee, the applicant and their legal representative displayed a slideshow regarding the proposed project, which will be positioned in the area bordered by South Congress Ave to the east, Heywood Dr. to the west, The Texas School for the Deaf to the south, and Riverside Dr. to the north. No action from the neighborhood is necessary at this time, the zoning committee will continue to monitor the case. The slideshow can be viewed at this link.
INTRACORP - COPELAND ADMIN SITE PLAN SP-2025-0072C; SP-2025-0073C
The applicant proposes a mixed-use multifamily development along with associated improvements. Demolition Permits: On June 4, 2025, 4 properties (604 Copeland St.,606 Copeland St.,1004 South 1st St., and 1006 South 1st St.) were reviewed by the City of Austin’s Historic Landmark Commission (HLC). The Zoning and Steering committees supported the demolition of these 4 houses, and our letter of support was included in the backup for these cases.
HIGH ROAD 700 DAWSON Conditional Use Site Plan 2024-132443 SP, Subdivision 2025-033323 C8:
The applicant is proposing to integrate two commercial parcels into a single commercial parcel, accompanied by necessary improvements. The Zoning Committee has received a copy of the subdivision plan and will evaluate it once city staff has finished their review. The Austin Fire Department (AFD) has several outstanding comments that remain unaddressed.
1107 South 8th Street – Afterhours Club 2:00 to 5:00 am 2025-000322
Change of Use to Indoor Entertainment. Loud noise complaints have been reported regularly by BCNA residents. The property is in the Zilker NA boundaries. Significant building deficiencies and complaints have been reported to the city. BCNA is listed as an Interested Party in the case. Jody, Thom, and 2 Bouldin residents attended the March 25, 2025, SW Commander’s Forum with APD and Code Compliance and discussed this issue in depth with city staff.
May 19, 2025 update – Erica Thompson from Austin Code initiated a case in Municipal Court against this property due to the absence of a valid Certificate of Occupancy, given its current usage. She is waiting for a court date and will let me know when it is and if the city prosecutor wants to subpoena the neighbors.
2001 South 1st St. (aka Bruno/StoryBuilt) 2025-039872 SC
Building permits from 2021 have been reactivated by new owners for the construction of a 3-story Mixed Use Multi-Family Bldg. (above podium) 17044 sf - 41 Units, and an apartment in garage (below podium) 853 sf. – 1 unit. Here is the link to the city-approved administrative site plan.
