ouldin Creek in 2002 completed a two-year process working with city staff to create a neighborhood plan that will guide future development in the area. Through this tool, a volunteer Planning Team of residential and commercial property owners hopes to preserve Bouldin Creek's residential/commercial balance and human building scale, with roads and sidewalks that promote safe pedestrian and bicycle transit, and retain the area's neighborly quality.

In the process, Bouldin Creek residents, property-owners and business owners received in the mail a draft plan for review and comments. A survey accompanying the draft produced an 89.9% approval rating. On March 27, city planning commission reviewed and unanimously recommended the plan with minor ammendments to city council for adoption into city planning and zoning records. On May 23, the council unanimously approved adopting the plan.
